This is the topic of a webinar organized by the Vietnam Engineering Consultant Association on March 10, 2022, with the support of units under the Ministry of Construction, who are also Members of VECAS: Vietnam Institute of Construction Science and Technology (IBST), Institute of Construction Economics and Specialized Construction Investment Management Board – Ministry of Construction.

After the opening speech of Ms. Nguyen Thi Duyen – President of VECAS, Dr. Nguyen Hong Hai – Director of IBST and members of the Institute presented thematic reports, which were well prepared. elaborate and detailed necessary and useful content for attendees and organizers. IBST is a leading research and drafting agency for many construction industry standards, with extensive experience in researching and applying foreign standards in construction investment activities in Vietnam. Therefore, a lot of knowledge of our country’s legal regulations related to the system of regulations and standards in construction investment activities has been systematized together with an overview of the system of foreign standards such as Russia, Germany. , Europe, Japan, USA, China … have clarified the new orientation of the Ministry of Construction in compiling TCVN in construction field. It can be said that after the Law amending and supplementing a number of articles of the Construction Law No. 50 (Law No. 62/2020/QH14) took effect, the application of foreign standards stipulated in the Decree on Investment Project Management 15/2021/ND-CP: In the explanation of construction design or technical instructions (if any), there must be an assessment of compatibility, synchronization and compliance with international technical regulations. family; Priority is given to the use of internationally recognized and widely applied standards. However, some comments in the seminar said that if the management agency issues a list of foreign standards that have been recognized and widely applied, it will help organizations and individuals in construction investment activities construction more favorable.

The presentation of Master Do Thieu Quang, Deputy Director of Specialized Construction Investment Project Management Unit – Ministry of Construction brought a different perspective on the application of many construction standards at the Lao National Assembly House project, built in Laos, The project is a gift of the Party and Government of Vietnam for the Government and people of Laos.
