On January 16, 2026, the Vietnam Engineering Consultant Association (VECAS), in coordination with the Construction Economics, Management, and Invesment Authority (Ministry of Construction), organized a conference to disseminate Construction Law No. 135/2025/QH15, which was passed by the National Assembly on December 10, 2025, and will take effect from July 1, 2026. The conference was held online with over 800 participants nationwide. The Association’s President and Vice Presidents also attended.

Representing the Construction Economics, Management, and Invesment Authority (Ministry of Construction) , Deputy Director Bui Van Duong directly disseminated the contents of the new Construction Law, emphasizing the new points and changes compared to the current Construction Law and answering questions from individuals attending the conference submitted to the Organizing Committee. According to Mr. Bui Van Duong and the President of the VECAS, Nguyen Thi Duyen, the new Construction Law contains many provisions that serve as a framework law, while many other provisions will be detailed in Government Decrees, which are currently being implemented under the direction of the Ministry of Construction.

Many questions were raised at the conference, most notably regarding the principles of applying the Construction Law and related laws, construction permits for foreign contractors, pre-determined compensation and penalties in construction contracts, publication of construction capacity information of organizations, application of BIM in projects, appraisal by specialized construction agencies, and the transition of some specific contents from the current Construction Law to the new Construction Law… The questions were received by the VECAS and the Construction Economics, Management, and Invesment Authority (Ministry of Construction), and will be forwarded to the agency in charge of drafting the Decrees detailing some contents of Construction Law 135/2025/QH15.
