On July 25, 2019, the Vietnam Engineering Consultant Association held a Professional seminar on Science and Technology Tasks: “Researching and analyzing regulations on construction practice management for individuals of some countries  ASEAN, with a focus on ongoing Continuous Professional Development , the regulatory body that issues the practice certificate. Proposal of regulations in Vietnam ”.

The Ministry-level Science and Technology Code RD108 / 18 is chaired by the Vietnam Engineering Consultant Association to provide in-depth analysis of ASEAN countries’ regulations on Continuous Professional Development (CPD) and mandate. of construction management agencies in these countries. Thereby, it will propose the regulations on CPD and the most appropriate construction practice management model in Vietnam.

The Continuing Professional Development (CPD) is one of the mandatory criteria of the ASEAN Engineers Coordination Committee when engineers from ASEAN member countries want to register ASEAN standards engineers and do not comply with CPD. is disqualified when considered for maintenance. CPD is also promulgated by ASEAN countries such as Singapore, Indonesia, Malaysia, Philippines, Myanmar, Thailand, Brunei from the Act, Circular, regulations or detailed programs and implemented regularly; is one of the criteria for consideration of upgrading and maintaining operational certificates.

In Vietnam, CPD has been stipulated by the Ministry of Construction in the Regulation on assessment of ASEAN standard professional engineers (Decision No. 820 / QD-BXD August 6, 2009) and the provisions of the Law on Architecture ( Law No. 40/2019 / QH14 dated June 13, 2019, effective from July 1, 2020).

Attending the seminar, there were representatives of Construction Activity Management Department, Leaders of Association, members of task research team, members of VECAS for consideration of granting practicing certificates of Association and experts of Association. The seminar highly agreed on the need to promulgate regulations on CPD, proposing a specialized agency on construction practice management in Vietnam like some ASEAN countries.
