On December 29, 2022 at the headquarters of the Ministry of Construction, the Advisory Council evaluated and accepted the results of the task of “Researching and analyzing the main contents of general and specific conditions for turnkey contracts in construction investment in Vietnam” chaired by Chairman of the Council – Director General of Department of Science, Technology and Environment Vu Ngoc Anh.

 After listening to the representative of the group presiding over the implementation of the science and technology task, the criticisms and discussions of the members, the Council agreed to evaluate that the task was seriously implemented to fully satisfy the products and contents according to detailed chapters and progress in the contract signed with the Ministry of Construction; the aforementioned summary report and complete analysis of the system of documents regulating turnkey contracts in construction activities in Viet Nam; In practice, international contract forms like those of FIDIC in Vietnam and regulations of international financial institutions such as the World Bank will be applied in the procurement documents for turnkey contracts. The report analyzed the terms in the general conditions, guiding the drafting of specific conditions of the form “Contract conditions for EPC/Turnkey Projects – Silver Book” second edition 2017 of FIDIC , the recommendations apply in our country. The performance results of the task are the basis for state agencies to refer to in the process of finalizing regulations and turnkey contract templates in Viet Nam, contributing to improving the efficiency of state management of construction. . The Council also noted that the research team needs to improve some more content for the report and task products.
The results of performing science and technology tasks, Code RD02-21, chaired by the Vietnam Engineering Consultant Association, were assessed by the Council as good.
