This is a topic that many delegates attended the Seminar held by the Vietnam Engineering Consultant Association in Ho Chi Minh City on the afternoon of April 7, 2023 was interested due to the topicality when the Prime Minister approved the roadmap for compulsory application of BIM from 2023 for grade I, special grade Works and from 2025 for other projects Works of grade II or higher in new construction investment projects using public investment capital, foreign capital from public investment, PPP projects begin to perform project investment preparation work (Decision 258/ QD-TTg dated March 17, 2023).
At the seminar, Mr. Vu Quyet Thang, Head of the Department of Strategic Studies and Sectoral Economic Management Mechanism, Institute of Construction Economics (Ministry of Construction) presented in detail the main contents of the roadmap to apply BIM in Decision 258/QD-TTg; what needs to be implemented, guidance from the state management agency is the Ministry of Construction and related ministries and branches to ensure the implementation of the roadmap. Institute of Construction Economics is an agency assigned by the Ministry of Construction to develop mechanisms and policies to promote BIM application and is also a member of the VECAS.
Presentation by Mr. Ichizuru ISHIMOTO – Head, Private Sector Advisory Board and Mr. Tetsuhiro Kurahashi Director, BIM Development Promotion Center, CompanyNippon Koei Co.,LTD provided the participants with a detailed picture of the BIM application roadmap of Japan, in which MLIT (Ministry of Land, Infrastructure, Transport and Tourism of Japan) ) actually apply BIM in design and construction from 2022 and MLIT considers BIM as a core technology, mandatory application of BIM in technical design – details from 2022, updated in 2023 including projects MLIT projects (except small scale). At the same time, two speakers detailed 10 MLIT public projects using BIM. According to the speaker, MLIT is preparing to build a Data Center (for CDE) that small businesses can use for free or for a fee. Nippon Koei Co.,LTD is one of the leading construction consulting enterprises in the world , participating in many projects in Vietnam.
Singapore is a country that has had a strong development in BIM in the world and BCA (Building Management Authority of Singapore) has been required to submit designs for approval since 2013 according to different floor area sizes. Sharing with the delegates, Architect Tan Jiann Woei, Director of Singapore, Thailand and Indochina – DP Architects (DPA), DPA has applied BIM since 2008 and has implemented many projects in Vietnam. According to Ar. Tan Jiann Woei, the BIM design application approval process at the upcoming BCA will transformation of the regulatory approval process for building works as a One Stop Integrated Digital Shopfront, in conjunction with the Built Environment Industry Transformation. Technical management agencies jointly evaluate, give opinions…on the same BIM model.
The Discusstion “Roadmap to apply BIM and regulations on approval of design documents by state management agencies” brought a lot of experience and great lessons to contribute to state management agencies for reference for develop an appropriate BIM application mechanism and roadmap.
