On February 24, 2025 in Da Nang, Deputy Minister of Construction Nguyen Tuong Van chaired the Consultation on the draft Decree detailing some of articles of the Law on Urban and Rural Planning in Da Nang.
The Law on Urban and Rural Planning No. 47 was promulgated by the National Assembly on November 26, 2024, effective from July 1, 2025 with the scope of regulating the urban and rural planning system; establishing, appraising, approving, reviewing, adjusting, organizing and managing urban and rural planning; state management of urban and rural planning.
The Draft Decree detailing some of articles of the Law on Urban and Rural Planning, drafted by the Ministry of Construction, includes 5 Chapters and 28 Articles to specify the contents assigned to the Government for detailed regulations in the Law. At the workshop, delegates focused on the need to consider and provide more specific guidance on cases and time for making zoning plans, detailed plans, and master plans; regulations and guidelines for urban and rural planning idea competitions; funding for urban and rural planning activities, receiving funding sources; planning idea competitions; transitional provisions, etc.
On behalf of the Vietnam Engineering Consultant Association, President Nguyen Thi Duyen spoke highly of the preparation of the drafting agency but also proposed the need to consider implementation solutions to be clear, unified, avoid inadequacies and improve the effectiveness of the implementation of the Law on Urban and Rural Planning; Specify the time for appraisal and approval as well as the contractual relationship regarding the planning time between consulting organizations and assigned investors/management agencies; Clarify the “urban and rural planning ideas” and “competition tasks” to regulate the organization of appropriate competitions. At the same time, it is necessary to specify the time for management agencies/investors to enter the national database after approving the planning.
