On the morning of October 17, 2025, the Vietnam Engineering Consultant Association (VECAS) held the 7th Congress of Delegates for the 2025-2030 term in Hanoi, with the participation of officially summoned Delegates and invited guests. The 7th Congress of VECAS was held together with the event celebrating the 30th anniversary of its establishment (1995-2025).

On the part of the state management agency, representatives of the Ministry of Construction and the Department of Non-Governmental Organizations – Ministry of Home Affairs attended and gave directions for the Congress.

The Congress discussed and unanimously approved the Reports: Summary Report of the 6th term (2020-2025) and Operational Directions for the 7th term (2025-2030); Financial report for term VI; Review report of the term of the Executive Board and the Inspection Board of the VECAS; Amendments and supplements to the VECAS’s Charter.

The Congress elected the Executive Board for term VII with 97 members, the Inspection Board with 03 members and the first meeting of the Executive Board for term VII elected 33 members of the Standing Committee, elected the President and 12 Vice Presidents of the VECAS. Ms. Nguyen Thi Duyen was re-elected as the President of the VECAS for the term 2025 – 2030 of the Vietnam Engineering Consultant Association. The elected Vice Presidents of the 7th term include: Mr. Hoang Ung Huyen (Vice President, General Secretary of the VECAS for the 6th term), Mr. Dang Nguyen An (Chairman of the Board of Directors of the National General Construction Consulting Joint Stock Company – NAGECCO), Ms. Pham Thi Bich (Vice President of the VECAS for the 6th term), Mr. Pham Phu Binh (General Director of DANANG CONSTRUCTION DESIGNING & CONSULTING JOINT STOCK COMPANY), Mr. Nguyen Huu Chinh (Chairman of the Board of Directors of POWER ENGINEERING CONSULTING JOINT STOCK COMPANY 1), Mr. Hoang Don Dung (Chairman of the Board of Directors of SAIGON CONSTRUCTION INSPECTION JOINT STOCK COMPANY), Mr. Nguyen Hong Hai (Director of The Vietnam Institute for Building Science and Technology – IBST), Mr. Hoang Vinh Hung (Director of Vietnam Institute for Urban and Rural Planning (VIUP)), Mr. Cao Minh Khang (Chairman of the Board of Directors of HAIPHONG CONSTRUCTION DESIGN AND CONSULTANT JOINT STOCK COMPANY), Mr. Pham Huu Son (Chairman of the Board of Directors of Transport Design Consulting Corporation – TEDI), Mr. Tran Duc Toan (General Director of Vietnam Construction Consulting Corporation), Mr. Tran Anh Tuan (Chairman of the Board of Directors, Director Gia Lai Transport Construction Consulting Joint Stock Company)

On this occasion, VECAS also awarded certificates of merit to 50 individuals, who are leaders of member units who have contributed to the construction and development of the VECAS; rewarded other collectives and individuals and awarded the VECAS AWARD 2025 Construction Design Quality Award to the winning design products in the competition.

On behalf of the state management agency, at the Congress, Mr. Bui Van Duong, Deputy Director of the Department of Economics – Construction Investment Management (Ministry of Construction) congratulated the Vietnam Engineering Consultant Association on 30th anniversary and highly appreciated the contributions of the VECAS during the past term.

According to Mr. Duong, VECAS is a professional organization that brings together many leading experts, and has made many contributions to the Ministry of Construction in researching, building, and perfecting construction law mechanisms and policies. Mr. Bui Van Duong especially emphasized the role of the Association in participating in building construction law policies, considering and granting construction practice certificates and other activities. The participation of the VECAS has supported and contributed to state management agencies such as the Ministry of Construction in proposing major policies such as project management, practice, cost management, construction contracts in the construction and perfecting of construction law. In the next direction of operation, the VECAS continues to innovate the content and methods of operation, determine the role of the VECAS in participating in building mechanisms, participating in research on changing the construction investment management institution.

VECAS AWARD 2025

The Construction Design Quality Award is an annual competition organized by VECAS to encourage and honor collectives and individuals in the Association whose design products meet high quality standards, apply new scientific advances, and are recognized by investors. The award is supported by expertise and participation in the Award Council of the State Appraisal Department on Construction Quality.

This year, the First Prize of the competition was awarded to the My Thuan 2 Bridge project designed by the Transport Engineering Design Corporation (TEDI).

Second Prizes were awarded to:

  • Project: Container House for Operations and Services of the Sea Que Huong Community Tourism Area.

  • Project: Renovation and upgrading of Nam De Guest House.
