On September 26, 2025, the Conference to contribute ideas to complete the draft Law on Construction (amended) organized by the Committee for Science, Technology and Environment in coordination with the Ministry of Construction and the Vietnam Chamber of Commerce and Industry (VCCI) received attention from the business community, investors, associations, lawyers… and the Departments of Construction.

According to the Ministry of Construction, this draft Law on Construction amends 141/168 articles of the current Law, including 8 chapters with 96 articles, focusing on 4 major policy groups such as: innovating management methods, improving management efficiency in construction investment; simplifying administrative procedures and conditions for investment and business in construction; strong decentralization and delegation of authority in construction management in accordance with two-level government; The law is of a framework nature and the Government is assigned to specify technical and professional issues.

At the conference, many specific comments were made on the contents of the draft Law: scope of regulation; interpretation of terms; regulations on construction contracts; regulations on the role of investors, cost management, quality management, prioritizing money due to the characteristics of construction projects, etc.

Speaking at the conference, the representative of the Vietnam Engineering Consultant Association clearly stated the VECAS’s participation in the drafting process of the Ministry of Construction, in the Council for Appraisal of the Law project of the Ministry of Justice, in the meeting chaired by Deputy Prime Minister Tran Hong Ha; Many opinions of the Association have been studied and accepted by the drafting agency for completion. At the same time, in addition to a number of issues related to the capacity of the organization and parties in the construction contract, the VECAS also emphasized the important role that determines the success of the Project Management Director, which should be considered as a profession in construction activities.
