On the morning of June 26, 2026, the Vietnam Engineering Consultant Association (VECAS), in coordination with the Construction Economics, Management and Investment Authority – Ministry of Construction, organized a conference to disseminate Government Decree 217/2026/ND-CP detailing some provisions of the 2025 Construction Law on construction management; and Decree 212/2026/ND-CP stipulating the conditions for construction capacity, the Information System, and the National Database on Construction Activities. The conference was held online with over 1000 participants nationwide.

 

Representatives from the Construction Economics, Management and Investment Authority – Ministry of Construction, Deputy Director Bui Van Duong, and specialists directly involved in the drafting process of the Decree attended and directly disseminated the content of the Decree. According to Mr. Bui Van Duong, this is the first dissemination conference held nationwide after the Decree detailing and guiding the 2025 Construction Law was promulgated.

Decree 217/2026 details several articles of the Construction Law with a broad scope of application to many fields and subjects participating in construction activities, aiming to institutionalize the Party and State’s policies in promoting decentralization, aligning with the two-tiered local government; strengthening digital transformation, applying information technology, and simplifying administrative procedures in construction activities; amending conflicting and overlapping regulations; and ensuring the consistency and uniformity of the legal system.

Decree 212/2026, with its scope of regulation, covers: the construction, management, exploitation, and use of the National Information System and Database on construction activities; regulations on the capacity requirements for individuals in construction activities; construction permits for foreign contractors; and the self-disclosure of construction activity capacity by organizations.

The new and different contents compared to previous legal regulations were presented in detail, clearly, and comprehensively by the representative of the Department of Construction Investment Management and Economics. Questions raised during the conference regarding the content of the two decrees were answered and clarified.

At the end of the conference, the President of VECAS, Nguyen Thi Duyen, on behalf of the VECAS, expressed her sincere gratitude for the valuable and timely support of the Construction Economics, Management and Investment Authority – Ministry of Construction in coordinating with the Association to disseminate these two important decrees; and thanked the delegates for their time in attending the conference.
