On the morning of October 20, 2026, at the headquarters of the Vietnam Engineering Consultant Association (VECAS), a delegation from the Ministry of Construction and Housing of Israel held a discussion with the leadership of VECAS. Facilitated by an introduction from the Trade Office of the Embassy of Vietnam in Israel, the meeting focused on a program to promote entry into the Israeli residential construction market, as well as the opportunities and mechanisms available for Vietnamese consulting and construction firms to participate.

The Israeli delegation was led by Mr. Yehuda Morgenstern, Director-General, Ministry of Construction and Housing and other representatives from the Ministry of Construction and Housing, along with leadership from KPMG Israel and KPMG Vietnam.

Representing the Vietnam Engineering Consultant Association were President Nguyen Thi Duyen, Vice President Hoang Ung Huyen, and other leaders and staff from the VECAS’s office.

According to the Ministry of Construction and Housing of Israel, the number of residential construction projects has grown steadily over the past 20 years—a trend expected to continue—making residential construction a sector of significant economic importance. Since 2023, international construction firms operating in Israel have experienced growth, supported by a state policy that prioritizes international companies with strong technical capabilities, management expertise, and human resources. The Israeli government is currently developing policies and bidding mechanisms designed to attract international enterprises to the residential construction sector. During the meeting, the VECAS raised several questions to clarify details regarding participation requirements, project investors, and the support provided by the Ministry of Construction and Housing of Israel, with the aim of sharing this information with VECAS’ members.
