On the morning of June 10, 2026, the National Assembly’s Committee on Science, Technology and Environment held a working session with agencies, professional social organizations, and businesses to review the draft Law amending and supplementing several articles of the Law on Architecture. Member of the Central Committee of the Communist Party of Vietnam and Chairman of the Committee on Science, Technology and Environment, Nguyen Thanh Hai, chaired the session.
Attending the session were Vice Chairman of the Committee on Science, Technology and Environment Tran Van Khai, Deputy Minister of Construction Nguyen Tuong Van, along with representatives from several National Assembly committees, several ministries and agencies, representatives of professional social organizations related to architecture, and businesses. The President of Vietnam Engineering Consultant Association (VECAS) Nguyen Thi Duyen also attended.
At the meeting, the Association President stated that it was necessary to amend and supplement several articles of the Architecture Law to align with the two-tiered local government system; the necessity of adjusting the scope of professional certification due to the need to reduce procedures and business conditions and to address practical shortcomings. The Association proposed maintaining architectural professional certification as it is an integral part of construction design and one of the conditions for architects to register as ASEAN Standard Architects under the ASEAN Agreement on Mutual Recognition of Services on Architectural. However, the Association suggested that only one area requiring professional certification should be stipulated: Project Manager, Lead Designer in the field of Architectural Design of Building as was the case before the Law on Architecture.
At the meeting, the Association agreed on the necessity of maintaining the regulation on ensuring continuous professional development (CPD) to meet and improve the quality of architectural services but stressed the need to consider management measures to avoid formalism and practical shortcomings. At the same time, it is necessary to introduce more forms of architectural design competitions, similar to those before the enactment of the Law on Architecture, to give investors more options, such as: competitive and selective competitions; design proposal competitions; and architectural design idea competitions.
The draft Law amending and supplementing several articles of the Architecture Law, chaired by the Ministry of Construction, is being finalized and is expected to be submitted to the National Assembly at the next session.
